Pink Dogwood Tree Care

Our landscaper mistakenly cut our pink dogwood tree down to about 2 inches above the soil line. New growth has emerged from the sides of the remainder of the trunk. Please advise how to care for the new growth, approximately how many inches per year will it grown, & how long will it take to bloom again.
